The Gallant Liberals aim to complete a strategic program review before they release their second budget in March of 2016.
Health Minister Victor Boudreau says they are not bent on eliminating a certain number of jobs.
He says if they can find efficiencies and savings by combining other measures then that is how they will proceed.
Boudreau adds everything is on the table with this review including exploring how and why the government runs programs and if it might be more efficient to have someone else do that.
The process will be complimented by ongoing advice from an external advisory committee.
That committee is made up of experts in various relevant fields including Chair Michael Horgan, David Alston, Rachelle Gagnon, and André Leclerc.
Horgan is the retired Deputy Federal Finance Minister.
