Auditor-General Kim MacPherson is scathing in her review of a $13 million dollar contract handed out by the provincial Social Development Department.
She has called it inappropriate procurement, saying the contract was essentially drawn up by the consultant with no clear objects or deliverables. Despite that, the province paid out $5.8 million dollars in performance fees.
MacPherson says Social Development could not explain why this came about.
