An inmate who has spent the last two years and seven months at Dorcester Penitentiary, will be released today, and media reports say he plans to make Moncton his home.
Fifty-seven-year-old Robert Douglas Frank is originally from Halifax, and reports say he is a high risk to reoffend.
Frank was serving time for several offences including criminal harassment and counselling another inmate to commit crimes against a woman and others.
He is being released on conditions, that include keeping the peace, appearing in court as required, and staying in New Brunswick. He is also banned from possessing weapons and firearms, and is on a strict curfew, and he is no to have any contact with past victims or their family.
Frank has been described in court as a true stalker.
A full day hearing will be held November 4th to determine if conditions will remain for the next two years.
